A group of non-for-profit organizations publically proclaimed establishment of the monitoring initiative of the local observers coalition, which task is to monitor the voting process in the general parliamentary election day. For realizing this mission, the coalition shall activate about 2500 independent observers, who will be present in each polling station and about 400 observers that shall assist in each vote counting center. On the Election Day, the coalition observers shall monitor the polling stations of the twelve regions of the country as well as 66 zone commissions of election administration covering 100 percent of urban zones and about 20 percent of rural zones, covering 50 percent of the polling stations and 100 percent of the vote counting centers.

The coalition of local observers includes the Albanian Institute for the Development of Election System, the Association for Democratic Culture, Women for Global Action, the Kombinat-based Center for Women and Children, MJAFT and KRIIK Albania centers, and a network of local partner organizations. The project is supported by the U.S. Embassy in Tirana and “Soros” Foundation. The local observers coalition has established a good experience in observing election processes in 2003, 2005 and 2007, and some partial elections in various parts of the country. The activity of this coalition and reports drafted from the coalition are assessed as positive steps and a contribution in development of electoral processes in Albania.

The local observers coalition shall monitor the coming parliamentary elections based on the principles of impartiality, political independency, objectiveness, transparency and a high sense of responsibility. The coalition has given a special attention to the observer training process. Over 100 training sessions are under process in all the twelve regions of the country. The training process is based on the Code of Ethics, the Professional Code, the Electoral Code and the basic principles of the work for local observers. The monitoring initiative of the observers coalition 2009 shall include:

Monitoring of the voting process,
Monitoring of the vote counting process,
Monitoring of the CEC activity and of the Zone Commission of Election Administration during the voting-counting process and issuing of results,
Monitoring of the complaining process to the CEC and the Electoral College.

On the Election Day, the entire public opinion and media shall periodically be informed on the voting process progress through several press conferences. Even in these elections, the local observers’ coalition shall inform the public on the citizens’ participation on the Election Day in various times of the day, process and irregularities of the voting process and of the vote counting process.
